The straps have been trimmed slightly and the ends burned to prevent fraying. It was made by Giro for Olympic athletes only as the'flags of the world' trim design shows. Look at the pictures! This particular design/colourway was never available for sale. It was basically worn in the race then stored away. Although it is 21 years old it is in great shape with a only a few tiny scratches.
